Off-the-page criteria consider elements other than those on your Web page for relevance. In the past, search engines only considered the contents of a Web page to determine its relevancy and rank in search results, e.g., how many keywords appear on the page, or how early in the Web page those keyword appear. Off-the-page criteria are often talked about in terms of search engines racing to increase off-the-page measurement in response to spammers. I believe this technology trend has less to do with responding to the illicit few, and more to do with a genuine problem faced by search engines. They need to respond to a landscape where millions of documents can contain a particular keyword phrase, and in some cased thousands of those documents can be indistinguishable from one another based on what is on the page. What happens is a search engine encounters 500 Web pages, each with 100 total words and seven occurrences of that keyword in relatively similar locations? Which document should be listed first, second, or third? Search engines must look as alternate relevancy indicators and assess their value in determining a Web page's relevancy to a particular search. In short, the goal is the same improving relevancy.

Search engines have looked to three particular external indicators of a Web page's relevance for their off-the-page considerations:

  • Measuring the quality, quality, and content/context of links to a Web page
  • Measuring searchers behavior after they conduct a query
  • Editorial review of Web pages
  • Few search engines consider all three simultaneously, and more often than not, a search engine places it trust i the absence of the others. These off-the-page measurements have the ancillary benefits of thwarting the worst of the search engine spammers, but their primary benefit is more relevant search results.
