Typical first-time buyers were offered lower LTVs and income multiples in January 2008, according to the Council of Mortgage Lenders (CML).

Research from the CML found that first-time buyers typically borrowed 88% of a property’s value in January 2008, down from 90% in January and December 2007. The average first-time buyer was also subject to lower income multiples, borrowing 3.32 times their income in January 2008, down from 3.38 in December 2007.

According to the CML’s figures, 39% of first-time buyers avoided paying Stamp Duty in January 2008 and 11% were eligible to pay the rate for properties priced at £125,000. This compares to January 2006, when 53% of first-time buyers did not pay Stamp Duty and 6% bought homes costing more than the lowest threshold at the time.

Commenting on the CL’s figures, Nicholas Leeming, major client director of property portal Propertyfinder, said: “Higher financing costs and the ever increasing price of Stamp Duty, are preventing young families from buying a home. It takes time for lower interest rates to be passed on to borrowers and in the current climate lenders are demanding higher deposits. The government has a responsibility to intervene " they should raise the lower threshold to a sensible level to help first-time buyers on to the ladder, and introduce marginal bands for everyone.”

Michael Coogan, director general of the CML agreed with Leeming. He said: “Tomorrow’s Budget presents a perfect opportunity for the government to do what it can to help first-time buyers by raising the Stamp Duty threshold.”
